More tips on hex meshing? Example part attached.

I am looking for some tips on hex meshing.  I got some good pointers on how to split geometry and use the "Hex Mesh Solid" command here but I still have a ways to go.  The image below show the part (baseg.step attached) I am trying to Hex mesh:

You can see that I made several slices to it to get parts of it to Hex Mesh.  Here is the mesh I have so far. Ignore the mesh size for now, I know thatit needs work.  For now I am just trying to get the whole thing to mesh.

I am not sure how to proceed in order to hex mesh the top.

As you can see, the holes on top are going to intersect with the mesh below and they are going to overlap the fillet.  This becomes clear when viewed in wireframe:

Any thoughts on how to mesh this?  It needs to be hex and no glued contact allowed. I think that I can use the piece below as a transition mesh:

If I can make the top surface match the mesh surfaces above it and make the bottom surface match the mesh below it, it could act as transition, but I am not sure how to go about this?

Any help is appreciated.
