Since NASTRAN was originally developed for NASA, and the source code was in the public domain, you may be able to get the file format via NASA, however, if the OP2 file format is a proprietory MSC.Nastran format it may only be available under licence. The PDF document comes on the installation CD or you can view online. The contents of each data block can be viewed by referring to the NDDL.
