If that is Text you have to use the command Modify > Edit > Text select which ones you would like to edit and in the next dialog change the font size at the top right.

If you're editing several Text entities just by font size you can use this API.

The HTML Clipboard

Sub Main
    Dim App As femap.model
    Set App = feFemap()

    Dim txt As femap.text
    Set txt = App.feText

    Dim tSet As femap.Set
    Set tSet = App.feSet

    tSet.Select(FT_TEXT, True, "Select Text to Change Font Size")

    While tSet.Next()
        tID = tSet.CurrentID
        txt.Get(tID)
        'Change Font ID below
        txt.FontNumber = 6
        txt.Put(tID)
    Wend

    App.feViewRegenerate(0)

End Sub

Change txt.FontNumber = according to this list

You are most likely using the "Performance Graphics" setting in preferences. In that mode, the labels are not controlled by the setting you are using. If you notice, in the dialog box you are showing, there is a button labelled "Performance Graphics Font". Press that, and set the size you want in that dialog.  It is independent from the labelling for the legends and axes.
