Multiple ways to do it, I'd try planar mill.
Use avoidance geometry (start/return points) and engage/retract as needed.

There is no dedicated operation for this yet. Radial groove milling comes the closeset but it currently requires a bottom.
If it's just a single cut level use planar profile with a tracking point on top of the t-cutter.
Thanks. By using the Drive Point dropdown on Planar Profile, i can toggle between top and bottom tracking points of the groove cutter. Very cool

Generic Motion is found in the mill_multi-axis and probing template types.
