Control Z down feed only instead of full engage move?

Without extending shapes so that the path starts and stops off the part, how do you control the Z feed down seperate from the engage into the material?

 

For example, if you are milling a long slot with a reduced neck cutter. You want to engage into the material at say 10 ipm but that means your feed down is also in 10 ipm. Usually in production I'll hand edit this out or extend the boundary so that the part feed starts before the actual material is.

 

How do you guys handle this?

Feeds are assigned by motion type, so I would look at getting the Z move as part of the approach moves, and the sideways move in to the material as part fo the engage moves.
