It's really the same Template.

I've never seen that setting default to "open"
(although I don't have NX8.5 loaded to look at what that setting is "as installed")
*as a guess* someone edited your template part in NX8.5
(assuming you are metric, substitute "english" for metric if not)
I would open up the NX8.5 %UGII_BASE_DIR%\MACH\resource\template_part\metric\mill_planar.prt
and do a Menu -> Information -> Part -> Part history to see who saved it last.
Are you saying you copied the file to the NX10 install tree and it has changed?
Are you running any MR or MP for NX10?
I would check to see if there is a mill_planar.prt in the %UGII_BASE_DIR%\MACH\updates (there is in my install - I have MR3 and MP1 installed) - I'm guessing the "updates" folder one is over-riding your file.
You can either disable updates (not sure how, I know I ran across it somewhere, maybe the docs? - probably setting an ENV would do it) or copy the \updates\ folder file and fix it.
This illustrates one of the dangers of editing the Siemens supplied files.
If *I* were to have wanted to edit the template prt, I would have copied it to (for example) "jobe_mill_planar.prt" and edited it there. Then point the .opt file at the new file name.

you can disable the templates in the updates-folder by deactivating the following option in the Customer Defaults
(File->Utilities->Cutomer Defaults->Manufacturing->General->Sofware Updates->Use latest Updated Templates)
Exactly what steps do you take to get to the boundary dialogs pictured?
Group or operation type? Boundary type?
This dialog is not customized through a template part, it is always customized through the customer defaults for boundaries.
