ER: add ability to lock operation for editing

I created ER#7978540 to request the ability to lock operations to prevent editing similar to the way to lock tool paths to prevent generation.

Below find the ER text:

* Short Description of desired enhancement: <Problem rather than a solution>
    It is not possible to lock operations for editing.

* What activity in your process is the product not able to currently handle?
    Similar to locking the tool path, we would like to lock operations, to prevent their accidental editing.
    In addition it should be possible to add a description why this operation is locked.

* What result are you trying to achieve? (Please provide as many details as possible.)
    We want to lock operations to prevent them from being edited by accident.
    In addition we want to have a message displayed that specifies the reason of the lock if the user tries to edit the locked operation.

* Do you currently have a workaround?
    No.

* Do you have a proposal for the solution you envision Siemens PLM providing for this capability?
    No.

* What is the level of productivity gained from such an enhancement?
    HIGH, reliability, usability and better capture the intent of the user.

* Other information:

How would you control the unlocking of the operation?

Today, of you lock the path, you can edit the operation, but you are warned when you generate. Why does this not satisfy your requirement? If a user edits an operation by mistake, and gets the message about the locked path, they can cancel our undo out of it. Do you have users editing operations but not generating?

This is more or less similar to the way mirrored drilling operations are locked to avoid editing by the user, but with the ability to handle the message on our own.

As an example, we will include operations in a template that should not be edited at all only regenerated if need is, because the settings are fixed.

Locking the operation with a custom message will keep us from having to tell each and every new user of this template why the operation is locked.

Similar to locking the tool path the system would keep track of who locked the operation and who unlocked it.

@Stefan_Pendl I think the best you could do today is customize the dialogs in the template to hide the parameters and/or provide a message. For example, you could add labels as shown below, and hide the parameters that you want to protect. A clever user could always customize the dialog, but it might be enough to stop the typical user.

@MarkRief, yes this is the temporary work around, but in the future I want to get rid of all these work arounds and have solid solutions, that's why I file ERs of things that I think other customers would also see benefit in.
