The release notes and the whats new guide tell us that the work instructions template is not included by default, you have to browse for the template to use it.

NX Customization - Best Practice Guide
Now that NX10.0.3 is out are there any licensing requirements to use it?
The What's New for 10.0.3 mentions you need a Work Instructions license and I see there is the module NX Work Instruction Authoring [NX30442] available.
Is this function integrated into any of the exisiting CAM bundles or does it need to be added on in all cases with NX30442?
Any progress on this?
It is a new module, and I do not know if it will be added to any bundles.
The Product Manager is on vacation - I would rather wait for him that guess :*)
Video gets released
We all get excited
"Oh this is only in 10.0.3"
"We aren't sure if you need a new license or not"
So turns out this is a new license requirement at an additional cost. Pretty upsetting for a user on maintenance when the current available "shop - docs" are horrible.......
