This does exactly the same thing as the command in the Operation Navigator - RMB > Tool Path > Optimize Feed Rates. If you have a path that takes a long time to generate, and you want to try several itterations of optimize, then the command in the Operation Navigator is the easiest. If you know your optimization parameters up front, you can enter them in the feeds and speeds dialog inthe operation, and the optimization is done automatically after the path generates, so that you don't need to remember if you regenerate later.
I believe this is part of the internal toolpath generation (inside NX DLLs, assuming you select the correct options inside the dialogs)
The CLSF and post output just reflect what is already optimized.
