First you will need to convert your NX10 tool_database.dat to NX11, use Menu -> Tools -> Convert Tool Library, browes for NX10 tool_database.dat file, then you will need to Import machining.dat file for speeds and feeds. These files should never be copied from one version to the next, they occasionally get updated with more parameters, and you will get MOM tcl errors.
Now you can copy your tool_machining.dat file from Mach\ resource\library\feeds_speeds\ascii in NX10 structure to NX11 structure.

For tool machining data you just copy your existing file over to the new location.
You can also follow the procedure described in the NX documentation to import the old settings from the previous NX release from the "MACH\resource\library\feeds_speeds\tool_machining_data.dat" file.
