When creating a tool with taper angle, I believe you have to compensate for the diameter when using a lower radius because the diameter is based off of the theoretical sharp corner of the tool; not the outside diameter of the the lower radius.  However this may have changed in recent versions and I have not used tapered tools with the lower radius recently.  Perhaps someone else can comment on this in regards to NX 10?

This is a excellent point to make.  Yes the Dia of the tool when using a negativ angle will change when corner radii is used. It has always been this way as long as I can recall.
