This is a registration issue not a licensing issue. Try the following to fix this issue:
1. Run CimfCleanRegistry17.exe (default location is C:\Program Files\Siemens PLM Software\Factory Programs XXXX\Program) and try the FACTORY command again. Additional information can be found in the Factory Install Guide.
2. If this does not work, uninstall/reinstall should fix the issue.
Since you did not mention a crash, I'm assuming you were not coming across the error below but thought I would mention it just in case. I recently saw the CIMF_USECADLICENSE error but I was also seeing the following AutoCAD error:
"Exception in mc3.dll / mc3d.dll ARX Command"
Autodesk has posted a solution to this on their Knowledge Network. This seemed to fix the problem on my machine.
