In my "out-of-the-box" Process Simulate on Teamcenter install, there is no "Equipment Prototype" option in the "New Object" menu. Is there a TC configuration option to enable an EP model, or is this object type not available in PS on TC?
You can simply create your EP on TC side.
In TC create a new MEEquipment. Via Attachements, create a "Kinematic Dataset" with "KinematicsRelation".
Add the Resources/Items as children underneath the EP.

You need to create the Kinematic Dataset under the EP level.
As long as you cannot see this little blue icon its not correctly loaded.
When I add a "Kinematics Dataset" under the EP, I don't have a "Kinematic" Relation option.
Also, the file that it's looking for is a PLMXML - how do I generate a correct one, or can I create an EP without it?
This is correct. In the screenshot I can see you work on the item.
You need to create the Kinematics dataset under the Item Revision. This will show you the KinematicRelation in Relation dropdown menu.
Also in your screenshot I can see you have your robot already under the EP item in your HOME folder.
I do the connection between the EP and its children in MPP.
