Yes, they are slightly different (Windows 10 App is 11.3, Windows 10 desktop is 188.8.131.52 a01), but both do support loading Solid Edge files, although there are some issues with some files. JT2Go 11.4 will include updated Solid Edge file support, which should resolve loading problems. 11.4 is due to be released mid December 2017.
You will still see some issues in viewing, depending on the version of your solid edge files. We have found that newer files do show some color and PMI issues. We have logged an ER against TcVis to get these issues resolved, as changes in the plmxml from SE are going to require changes in TcVis in order to properly handle the files. What you have seen with being unable to open the plmxml may be another artifact of that upgrade.
