Changing the customer defaults will only affect new, BLANK files; changes to the customer defaults will have no effect on existing files.
To make that change in an existing file, open the file and go to Preferences -> annotation (or preferenes -> drafting depending on your version of NX) and make the desired change there.
If you want new files to have this change you must make this change in the template file (or in the customer defaults in you create BLANK files).
These settings are part of a Drafting Standard which once you've made those changes in Customer Defaults and you've saved the Drafting Standard settings and restarted NX, after opening a Drawing file, go to...
Tools -> Drafting Standard...
...and select your new saved standard. Now you existing Drawing will be using the settings for this new Drafting Standard. Note this still will not change any existing dimensions, those will have to be edited, but it should affect any new dimensions created.
Note there are 2 kinds of settings in customer defaults:
- session settings (these will be used when a session starts, subject to dialog memory)
- part settings (these will ONLY be used if you create a part "from scratch" (using a "blank" template). Otherwise the part settings will over-ride the customer default settings, unless you do something like John suggested.
