I am having trouble placing dimensions on a drafting document that I can position as I wish. They all seem to have a very limited scope of repositioning them. For instance a radius dimension only goes around in a circle and I can't drag it out further.

Turn off Automatic Orientation prior to making the last click to "drop" or "place" the dimension. As you're still able to rubberband the dimension, you can right click to get to the Settings. Read the documentation for dimensioning - there's more than one way to get to this area - you pick what suits you.
You can also permanently turn it off via Drafting Preferences -> Common -> Line/Arrow -> Arrowhead -> uncheck Automatic Orientation. If you do so, all of your dimensions will be more loose.
