Prior to the ribbon interface, distribution of custom toolbars for was quite straightforward both for administrator and end user - it was enough to distribute .tbr file and the end user could simply right-click on any toolbar and put a check mark next to a custom toolbar in a column list.
Now I try to understand how to distribute custom icons in the ribbon interface. What is the equivalent of the workflow described above with the ribbon? Is it possible to distribute custom ribbon items without compelling end user to use Customize dialog to bring it to his interface?
Have you read through the NX documentation for migrating tool bars to ribbons?
You can use an .RTB file that the user just needs to activate through the context menu of the ribbon tab section.

Could have missed that. I remember only that legacy .tbr files are reflected in the "Classic Toolbars (As Groups)" menu in the Customize dialog. Could you please point me to the appropriate section in the manual?
I believe this is the link to the document in the Siemens Solutions database:
