this is because in nx 9, by default, the views are loaded from the model and not from the master model, select the correct part in the top 'loaded parts'
How was the drawing file created? Do you have -
If you have #1, then I think @Cesare has given you the answer. If you have #2, then check the "layer visible in view" setting.
Drawing was created as #1. But the sphere Feature was created in Drawing file (Modeling mode) and extracted the edges by using
Insert------Curves from Bodies------silhouette curve option.
All the layers are visibile in the view.
Go to Menu -> information -> object... and select the drafting view. About 40 lines down in the info window the "part name" will be listed; if this lists your model part file, then the view has been added from the model and the silhouette curves do not show up because they do not exist in the model file. To add a view from the drawing file, start the base view command, expand the "part" section of the dialog (if necessary), make sure that the drawing file is selected, then select the model view to use, and place the drafting view.

From your post, it is not clear where the drafting view came from. Did the information window list the model file or the drawing file as the "part" for the given view?
