CAN ANYBODY HELP ME ON HOW TO EXTRACT SURFACE FROM SCANNED STL OBJECTS FOR TOOL PATH GENERATION

If you want the Exact (BREP) Geometry, from an STL Body, you have to use the Reverse Engineering tools... Rapid Surfacing, etc... 

I suspect you can machine directly a Faceted Body, with NX CAM

If you are using NX 9 or higher, try the "rough offset" command. Enter an offset distance of zero and pick the facet body.

We cannot do rough offsetting, facet body cannot be selected

I don't know if a special license is needed, but I'm running NX 9.0.3.4, and there is an option to select a facet body in the "filter" option of the rough offset command.

Yes , this option is there. But when selected it is showing the attached error

Try changing the Deviation and Stepover settings.  Also, from your image, the model appears to have some very small 'blends'.  This might be problematic.  Also try setting the Offset Distance to zero (0.0).

But due to small blends , I was not able to get the proper result.

I think Rapid surfacing is the best solution for this. Yesterday I found that we have the license for rapid surfacing, so shifted my "R&D" using rapid surfacing and got fairly good results.
