From your screenshot, I assume that you want the line to go through the center of the circular hole and be normal to the planar surface. NX won't like the fact that the through point lies on the planar surface. I see no reason why this wouldn't be valid, a call to GTAC might be in order to make this case possible in NX.
As a work-around, you can create a datum axis at the center of the hole and normal to the surface; then, in the line command, use the "at angle" option and choose the datum axis as the reference object for the angle.
Try with 'Line Normal-Point'. If face does not work as normal object then use datum plane.

You can use line from Basic Curves if you're OK with non-associative line.
Also if your default WCS is same as default Datum CSYS, then you can perform one more step (3rd ) of using "point Constructor" to add length of line.
How is the Hole being defined? If the Hole is a living feature, it requires some definition - can't you use some of that geometry for the Line in lieu of the Hole center?
