Native mode you deal with the operating system access control.
On Windows, you can "right click on the file" -> Properties -> Check the "read only" tab (but then it is read-only for you as well)
Or try to set up "right click on the file" -> Properties -> "Security" tab stuff.
If on a network share, you may need to talk to the admin of the network share to set something up.
Teamcenter - depends how Teamcenter is set up. You could change it so only the owner of a file has write access. You may then also have to restrict who can change ownership. There are other ways as well (projects, etc.) As well as manual changing "Access" settings
