I WANT TO MAKE AN OFFSET OF THIS TEXT WHICH IS WRAPED ON THIS CYLINDER FACE

Why don’t you offset the face and wrap around that? Then you could use “Delete Body” to delete that offset body.

i want to extrude that wrap text from that cylinder face

Use Divide Face to divide the cylindrical surface with the letters and then extrude the small faces inside each letter.  You could also look at the Emboss and Offset Region commands.

Check the attachment. I couldn’t find an easy way but a bit of labor intensive and manual method.

And if you have the license, there's always Global Shaping.  You can extrude text in a single command on a planar surface and use draft.  Global Shaping then maps the extruded text on to any surface you desire, not just cylindrical.  See attached.
