I use the License status tool from: http://licensestatus.sourceforge.net/ which is handy, when we run out of various license bundles. BUT, it then involves finding someone who isn't actively using NX, and having them log off.
Sometimes it is obvious who could be "kicked off", is this possible to do remotely? other than a remote login, and shutting down NX?

It's very easy. I just use the OOTB FlexLM command line tools lmutil with lmstat and lmremove where I put them into scripts to make it all easier to execute.
Once script (using lmstat) is an active license query script that sends the output to Notepad.
The second script (using lmremove) is used to input the userID (copied from Notepad) as a command line argument to the script.
You can also specific the machine name to revoke in case the user has multiple computers and only one needs to be cleared.
You can do this from any NX client since the client install includes the FlexLM utilities.
