Would they have buried that setting in the "drafting standard" section of the customer defaults?

I don't believe there is an option specifically for hidden lines in section views.
It can only be done after the view is created.
As for the lock alignment, change the placement to inferred and then you can "align to hinge" (see image below).

In older version NX (9; 8.5; ...) section view was always created without hidden lines, independent of the base view.
There is a difference.
When create section view from base view (with view hidden lines), I must always deactivate hidden lines. It is unnecessary clicks for me.
I noticed that when creation of the section view, it follows the hidden line setting of the parent view. After creation of the section view, you could change the parent view hidden lines and the section view will not change its hidden lines. Anyhow too many clicks.
PS: In drafting standards (DIN ISO) it clearly state that NO HIDDEN LINES (unless really necessary) in the sectional views.
So if we are following standards, NX default should be this setting i.e No Hidden Lines in the section view. Unfortunately, we have to manually check and change it each time to follow the Standard.
