Does anyone know where the default setting that establishes the decimal place value for dimensions settings within sketch? I've searched the customer defaults and I can't seem to find what sets this particular decimal place default.

Aw that's interesting. Seems to be a weird location to look for sketching defaults.
So I need to save the drafting standard after changing the default.

Can't explain why it's not separate from drafting defaults but that's the way it is.
However what you need to consider is where that default is set based on what model templates you use.
If you want that to be your default for all sketches in future, you're best off making your own MODEL template and then when that file is open setting that preference via Preferences --> Drafting and expand "Dimension" and "Text". Select "Units" and then set the desired number for the "Decimal Places" field.
Save that template and then use that as your basis for modeling in future.
To make your own templates available, you'll want to learn about PAX files if you haven't already.

Just a tip apart from the preferences/customer default settings.
While creating the dimension, you can use 'Alt+Number' (Number from 0 to 6) to set decimal places on the fly.
