No. Unlike Drafting dimensions, you cannot create a manual text dimension in PMI. That's by design.
You are asking to override text for PMI dimension in Modeling or Drafting application ?
In drafting you can do it as to the normal dimensions from settings ( Text > Format > Override Dimension Text).
As per comment from @DEckhoff, you can not do that in modeling.
Why would you want to do that?
Overiding dimensions is generally a Pandora's box. I suspect you're trying to convey some other information using a dimension - what is it?
I have to override PMI, and name it as length, height and width as general dimensions for one of the interfaces. How can I do that?
