You are talking abour mouse gestures mapping to keyboard, & as far as I know (I might be wrong), we can't change those (or add new keys for those, as in your case).
I can suggest you one thing though. Go to the customize dialog (File>Customize) or hit ctrl+1, select keyboard. From there, you can atleast assign a shorcut key for everything; including pan & rotation.

As for the original question, I don't think it is possible to map the keyboard keys to adjust an under-constrained geometry.
Any chance for you to use a spaceball?
Hi @Paras_R I don't have a spaceball. Many years ago, I often drew simple geometries in Microsoft Word and found Up/Down/Left/Right can be very good alternative to mouse dragging in positioning some objects. That's why I post this question. Thanks!
I understand. Keyboard can be a very good alternative to mouse, but 'not so good' in our case, while using NX.
From Windows Conrol Panel go to Ease of Access Center - Make the keyboard easier to use
Turn on Mosue Keys
then can use number pad when num lock switch off.
