just did the updgrad to NX10. Is there a way of exporting a custom toolbar (My Items/My User Commands) from NX9 to import in NX10? Or do I have to re-create everyting from sractch!

Anything you have done inside of NX, to customize the tool bars or ribbons, must be recreated from scratch.
If you like to have this available separately, you will have to create a tool bar file using NX menuscript.

I did have a look at a .tbr file but If my memory serves me right one cn only call a .dll file. Which I cannot create because of IT security
If you use file-based customization, then you can easily add your NX 9 toolbar to your NX 10 ribbon.

There's not a supported way of migrating these. You could try simply copying the file from the NXN90 folder to NXN100. If not, it's just XML, so you may be able to use differencing tools, etc. to figure out what to strip out and copy to the new version.
Long term, you should use toolbar/menu/ribbontab files to make "permanent" UI customizations.
