Using UGII_BACKGROUND_URL

I want to use UGII_BACKGROUND_URL to use a custom background when NX starts, or no parts are loaded.  I know I did this in the past and had the image auto size to fit the NX window, but that was 2 employers ago, and the html brain cells are really dusty.

 

Google searches keep pointing me to use a style sheet, but I thought I did it all html, any thoughts on this?  I want it simple.

 

Right now my code is shown below, but I get scroll bars:
