Does it only provide object library for modeling the assembly line ? or it does have some simulation capabilities?
(2) If it does have some simulation capabilities, what exactly it includes?
(3) Does it also cover line balancing capability like the license of
TN55015C Line Balancing Concurrent ?

the assembly library is an older library prviding some objects typically used in automotive area. in the last couple of years, the functionality of some objects was implemented as core functionality of Plant Simulation.
Currently we just keep the library running so that older simulation model using the assembly library will also run with the actual version of Plant Simulation.
The assembly library consists of several libraries:
1) Carbody: objects for creating parts with variant information, assembly objects. Most of these objects are part of Plant Simulation core.
2)assyLine: objects to simulate moving assembly.
3)Transport: objects for simulating inhouse logistics
4)Personnel: obect for simulating workers
5)FSM: objects for simulating a finite state machine

Libraries for Plant Simulation always offer simulation capabilities, since they run on the discrete-event simulation platform. Libraries offer dedicated objects for special purposes and now you know what the Assembly library offers.
When it comes to line balancing, it is possible to do this with Plant Simulation. But it also makes sense to have a powerful database in the background (e.g. Teamcenter) that contains the data on operations, product mix etc. Teamcenter Manufacturing can be used for (manual) line balancing, Process Designer has an advanced solver engine. Plant Simulation would help you to evaluate a proposed line balance in a realistic simulation model.
So, several solutions with different price tags and implementation efforts!
