Changing layer for selected items (elements)

Why is it hidden as a button on the panel that managed creation/deletion/visibility
of layer?
It should belong to an items property manager, this is much more intuitive (at last
for me).
In the same vein why when selecting an items is the layer property not showing on
the upper left pane like the line length or the line type rather than having to
rigth click to get access to a properties panel?

Daniel,
Objects will be added to the active layer.
You can move objects from one layer to another. Select the obkects you want
to move. Click on the 'Move Elements' button. You will see a dialog that
allows you to specify the layer. See the attached image.

I can investigate adding the layer combo box to the object modify command
bar.
