Copying between windows

When having 2 or more windows open for the same file and I try to copy an element from one window to the other, the copy winds up no where near where I “drag” it to. It doesn’t matter whether or use MOVE or just CTRL+. But when doing so from one file to anther file, again with multiple windows open, I’m able to drag the copy where I want it.

Copy and Paste will put the copy in the same exact position as the original
geometry.
It does NOT attach the copy to the cursor for random placement.
It does put the pasted geometry in the select set so that you can drag it to
any position.
