Fillet

Hi there.
I am trying to draw a template that I may use with my wood router.
One thing is necessary : the closed curve I draw should not contain any (inner)
radius smaller than the router bit's radius.
To ensure that, if the curve is a polygon, then i can apply a fillet (with the radius
of the bit) at each angle of the polygon.
Question 1 : is there a way to apply the fillet to the entire polygon at once?
Question 2 : if the curve is a spline-like curve, how can I proceed to round off
the parts that have too small a radius? (fillet does seem to work on them)

Hi again.
I did not find any solution to my problem yet.
Anyone knows how I can ensure that a spline curve has no radius smaller than a certain
radius? (Whether while drawing it or afterwards)
