Many, many holes

I have been using SE Free2D for a couple of months now and I must it is a very good program. I have recently come upon a problem that I cannot resolve. It is my lack of knowledge and not the software that is the issue. I need to draw multiple holes centered on increasingly larger diameter circles. All the holes are the same size but on the first circle there will be 9 holes, on the next larger circle there will be 11 holes, on the next circle there will be 17 holes and so on. Is there an easy way to do this? I have searched the forum for the answer and maybe it's there but I don't realize it.
Any help would be appreciated.

Dave,
If I understand what you are trying to do, I would use the circular pattern tool.
See attached image. It was done using that tool. Is that what you are trying to
accomplish?

Yes, that is exactly what I am trying to do. Can I specify the number of holes per circle and have them evenly spaced? I can't find the circular pattern tool.

Dave,
It's on the drop list of commands beside the Mirror command.
You preselect the object(s) you want to pattern before you run the command.
