Measurements and Scale drawings

I'm a newbie to SE, but after several hours of mucking about, running the tutorials
and searching on this message board, it seems that I have to draw things in a 1:1
scale. Is this true?
I tried the trick of drawing in the 2d Model mode and then placing onto a sheet,
but I have no idea what that's doing. On a 2d Model page a bunch of features don't
work, such as driving dimensions, etc. On that page a rectangle is just four unrelated
lines. I don't understand.
Is there no way to simply create scale drawings with measurements that are accurate?

Ken,
In order to be able to use driving dimensions and relationships you have to
make sure that "Maintain Relationships" is turned on under the Tools Menu
(See attached picture).
This will allow you to use driving dimensions and releations ships to draw
full scale in the 2D Model space.

Also,
Turning on Tools-Relationship handles will let you see that geometric
constraint symbols
