Assembling to Parts

As illustrated in the video... I want to assemble the left to the right nothing happening. I've noticed the left part works separably to the assembly. The top part takes the pattern and the right assembly moves all together. What is the issue to move all individually. While having two separate assy

It would be helpful if we could see the assembly tree to determine how you have placed your parts in an assembly. If you have two different subassemblies, the subassemblies will each move as a unit. If you want to move individual details around, you need to be in the subassembly that contains them, or make them "Adjustable Assemblies".
If you've created subassemblies purely for organizational purposes, know that you can highlight details in an assembly, right-click, and Group them, rather than creating separate assemblies.

According to this image may help, the left is already set. The right side is not set it needs to be rotated. I tried all the commands and nothing.

It appears you are trying to do this all in a part (par) file. You should have each part in its own file and then should drag each one into an assembly (asm) file via the library tab and place them using assembly relationships.

I've been trying to move this assembly to the base and can't, Also, setting the assemble upright. No Luck

As Ken said, you need to use assembly relationships. Right clicking does not do anything.
May I suggest that before you go any further, you go through at least the Assembly tutorial, accessed from the Tutorials pane by clicking "Tutorials" on the right side of the Solid Edge screen upon startup, before opening or creating any parts.

This part of a file is to have an upright set. I've tried to move the whole assy to the base. Unable to move... the design body moves not the assy. I cannot find the command to set upright.

Again, you are doing nothing by right clicking. You need to understand how to use assembly relationships and how to structure your parts in different files or subassemblies. Go through the tutorials. It will save you a lot of trouble.
