Before ST9, when I would create the first mate between two parts, the part would translate to the selection point of the mate (and orient to the mate). Now it just orients to the mate, but does not translate to the location picked for the mate. Sometime the part is far away from the destination.
When it did translate to the selection point of the first mate (Before ST9), the added part was nice and close the the subsequent mates that need to be added,
Is this a switch I need to go toggle? A bug? or change in conceptual usage of SE?

this IMHO was a ST8 festure/option when placing parts.
Take a look into the placement option and activate the preST8 option.
Yup, it's a switch.
had to check "Match clock points on the the part when creating first assembly relationship (pro-ST8 Behavior)
Under Solid edge options/Assembly
I skipped ST8 until MP10 to fix the flipping bug, and durring that upgrade I did not change any templates going back to ST6.
I went to ST9 the day it came out to solve the gage bug, I used new templates. This is causing me to find every switch I toggled over 3 years. In this case, it was a new switch I was not aware of.
