I have made a new coordinate system in my part. I have to use this to orient the part when using "Part Copy", but I can't find the new coordinate system in the dropdown-list "Coordinate system". Previously I found it in the list, but now it's gone.
I've tried with multiple parts, but it's only "Base" in the list.

What version of Solid Edge are you using ?
Is it in the synchronous or ordered environment.
Can you show a screen-shot of the part-copy parameters dialog ?
Just curious, why is the file name striked out ?
Is it happening with just this part or other parts or a new part ?
Try restarting Solid Edge; Beyond this I have no clues why this could be happening.
You have done it the wrong way!
For me it seems as if You have created the coordinate system in the part which should be imported (copied)
Those coordinate system will not be shown during Aprt Copy
You have to define the coordinate system in the new part and those can be used for placing the part copy.
The other way round doesn't make to much sense, if considering a muliple placment of the same copy on different positions.
So the wanted position (coordinate system) have to be defined in the new part and not in the old parts.

I never saw it that way. When troubleshooting I always think the system is going wrong and never assume that user might be doing something wrong which is wrong
Yes, the CoordSys should be in the current part where the other part is being placed and not in the incoming part.
I have accepted your previous post as the solution, but I have another question:
When importing a parasolid the coordinate system is way off. How can I move the coordinate system to a spesific spot? (I have to move and turn the coordinate system.)
