Create in Place Assembly

I am wanting to create a cable assy by using the create in place command but it won't let create any assembly relationships with the top level assembly.  Is there a better way of doing this?

By default, when you use Creat In Place, the new part is created and you are placed in the Edit mode for the newly created part.  You have to create the part geometry and you can use peer parts for reference, but when done, you need to close and return to the assembly.  Once there, the part is treated like any other part.  There is an option to Ground the new part which would prohibit new relationships, so that would need to be deleted if it is present.
