Cross Hairs Out of 90 Degrees

I noticed on this doc. The cross hairs of 90 degrees. Also, if you notice the part is out of line with all measurements. I seem that I am unable to adjust..

It has to do with what plane you are locked on to and it's x axis orientation. Use F3 to unlock/lock and specify a new one.
