I would also recommend posting the question on the Engineering Tips forum in the Mechanical Engineering General Discussion group. There are some other cam topics in it so there are some users that might be able to help there as well.
IIRC The problem with Solid Sweep is that the guide edge is followed by the "cutter" regardless of the cutter's position... I have not been able to find a way to do a Solid Sweep with an offset perse' ( i may be mistaken?)
This is a good challenge and everybody has given his ideas to solutions. There are some ways (@Johnson_BigMatt , @hawcad) but the best method is the mixed way. We need for the path what we can use to solid sweep cutting. The path is coming from DDM. Sweet, very sweet future!

I really appreciate your help on this project. I've been working on a few more of these cams, just for this job, and will be utilizing your ideas.
It seems like you have your solution but I had to try this macro I wrote a while back.
It takes a point and drives it through a motion driven from a variable to create a curve.
The cam and the follower each have a Rigid Set relationship applied so the behave as a unit.
It's wicked fun.
