Can someone explain this behavior to me? And hopefully a way to fix it? I'm on ST9 but it's been this way for me since I started with ST7.

Grab the text itself and not the handle like you are. I believe that is the trick.
It is weird though. Sometimes it'll do that. Sometimes it doesn't. But I've found that when it's doing that, if I grab the text instead of the handle, it goes whereever I want it to.

It still snaps the callout over so your mouse is now over the tail of the leader arrow, which is disorienting. But if you pick it up by the text instead of by the handle, at least it stays where you drop it.
This can't be intended behavior, is it appropriate for a bug report? I've never navigated that process.
I've noticed it since ST8, but I have a gap in my use as the most previous version I had used before ST8 was ST5. So somewhere between ST6 and ST8 it started doing this.
Yes.....this catches me too.....and further, try changing the stacked height for a coordinate dimension, after placement, and it'll go flying off into the distance. It never used to be this way.

Also, if you use angular coordinate dimensioning, and if you have put a jog in it, then when you go to modify the orientation of the dim or the position of the text, it'll just crash everything. Had to come up with some work arounds because every. single. time. it crashes.
