Error: "There was a problem sending the command to the program."

I'm wondering if anyone else has run across an issue when double-clicking a file in Windows Explorer to open it in Solid Edge ST9?  For about two weeks, we've been getting an error message, similar to:

 

[Window Title]
C:\Siemens\Solid Edge ST9\Training\base.par

[Content]
There was a problem sending the command to the program.

[OK]

 

All subsequent attempts to open another Solid Ege file using the same double-click method in Windows Explorer results in a second, third, fourth, etc. instance of Edge.exe in Task Manager.

 

We're pretty sure something has changed at the OS level with permissions, but can' figure out what.  We've so far ruled out McAfee antivirus by disabling it, rebooting and running the same tests, only to find the problem still exists.

 

Our IT department pushes out changes on a daily basis to address application and OS issues, but we have not figured out what would cause this behavior.  (It also happens when double-clicking a JT file.)

 

We're seeing the same error on the first start of Solid Edge from Teamcenter RAC as well, along with multiple Edge.exe processes in Task Manager with each attempt to open a Solid Edge file from RAC.

 

There is a workaround, but this is extremely annoying and inefficient to say the least.
