Siemens IT is aware of this wide-spread problem and is actively working the issue. They had hoped to have it resolved today. I requested an update this morning.
I've heard some users are having more success with Chrome or Firefox.

Still not resolved, I'm afraid. Now appears to be possible to access help site without turning off relevant security options in Internet Explorer, but help isn't context sensitive - ie it always goes to index page, not to relevant command page.
And now that index page is entirely blank (in MS IE11) but you can load it manually in MS Edge. Which is not much good, becaus Solid Edge always calls IE, rather than the set default browser.
Siemens Help Server appears to be fixed now!
