It already is, when you install ST10 and when it asks for licence you can select the bottom one. That says use only 2D draft or something which is free and you don't need licence for that.
Good feature if you ask me.
So no extra downloads needed, just install ST10.

A word of warning however, as in a recent blog post comment by Alard [@edobp016], for higher level users, changing the licensing "down" to 2D only, overwrites the existing license file that way. So you would need to restore it from a backup copy, to return full functionality.

This not so much a reply, more a similar question. Is Free 2D ST10 available in the UK yet? On the download page selecting 'United Kingdom' in the required address details page defaults back to 'United States'.
Many thanks - using a different browser sorted the problem. The download went smoothly, I had a bit of an issue with the licence. The solution is easy, as another contributor mentioned, it is the final radio button on the 'drop down' list.
Unfortunately, theprogramme crashes when opening files with a message along the lines of 'the program will have to close.' I guess this means re-installing but perhaps there are other suggestions?
