or turn on Auto-Jog then Solid Edge will position the dimensions by itself

I've tried that, The sub panel that I was drafting for a customer is what is known as a shotgun pattern. Many holes and little places in between them. Such as the picture. I have dims on both sides showing where each hole is for out QC shop.

If I am not mistaken it should be located in the dimension ribbon, under Automatic coordinate dimension.

It's part of the Coordinate ribbon bar.
I do my own dim jogs anyway, so have not used this.....
EDIT: well, it seems not to be working for me.
