You have tried to "Save As" with changing the document typ to DXF/DWF?
maybe first going to the Options and run through all the option settings, save it into a new option INI file and then start the translation might help?
just seen that I 'm not able to open the draft file itself!
So question is, what version (although I did the test with ST9 which should open every SE file) are You using?
Or, do You have an academic version of SE?
Or ist the file itself corrupt?
just seen, that Your file only is 8kB in size which IMHO is much to small for a Solid Edge draft file, isn't it?

I think this is not Solid Edge Draft document. I tried it open in academic ST9 version, with no success.
But when I looked in the file (simply opening it in notepad), there is a some sort of header with information:
It is look like some NC programm. Quick googling shows this is probably file from Metalix CAD/CAM solution called cncKad (link).
