After I create a 2D geometry, if I want to change the dimension smaller, the dimension text and lines would be too big. Is there any way that we can set it up so that the dimension text and lines would scale down automatically?
Any advice is appreciated.
For existing....hold the Ctrl key and multi-select each of the dimensions, then alter the dimension "Text Scale", all will change.
Easiest way is to select the dimension scale at the first placement, then all the others will be the same.
[Note: "Call Out" text can be done like this also....but, NOT at the same time....the selection filter doesn't allow mixed entity types in that process]

I am using ST6 and did not see the option for scaling as you showed in the picture.
One other method in addition to what you said I think is just using Increase or Decrease of PMI Font.
