Is there a way I can change a PART color in the Assembly environment? For instance, can the color palat icon be loaded onto the assembly task bar and then address a part from the expanded tree?

Click on a part and select "face overrides" in the "view/style" menu.

Make sure you have individual part styles turned on.

Yes, as @bshand says........just also be aware, in assembly, it colors the entire part, regardless of face styles already set on that part, like threads for instance.
