After using the Solid Edge on the continues maintenance for about 20 years I do not go to help too often but today I did want to check it due to reading the current discussion on the user group on Help.
It is 2017, I am using successfully computers since about 1986 and this is want I am getting:

You are reporting two separate issues here.
1 - Security certificate --our online help server is currently experiences issues. This is a known and our IT team are actively working to resolve this issue.
2- Java 64-bit -- you are trying to install the local help server and need 64-bit Java v. 1.8 or higher. Uninstall *all* existing versions of Java on your system. Reboot. Then install *only* 64-bit Java v 1.8 or higher.
I too have seen this in the last few days about the web site having issues.
So I decided to install the local help on my PLM Documentation Server, and everything installed correctly.
But when I press F1 the system still tries to acces the SiemensPLM webite.
How do I set the local install to access my PLM Documentation server?

Few notes just to save perhaps some time to others:
- Installation of Java 64-bit, while keeping my current and updated Java 32-bit
- Doing all on above screen snip and at the end setting up my ST10 local help location shown in the attachment did the trick.
